That seems to be the best solution, but it would be also a good idea to add a little warning about making personal sprite display threads in the submission forum under the excuse of "I know these aren't rips but I'm planning to later submit them to the site, srsly".
You know how some people loves to look for loopholes and abuse semantics so they could manipulate and get whatever they want, especially the ones who think that by being annoying, they are serving for a higher purpose and stuff.
Oh, that's easy to solve: warn + bannhammer XP
I'm still supporting the move to a more professional sprite resource.

-a PJ-like portfolio gallery on the mainsite
-(again) a jobs section
Forum suggestion:
Could the ability to make polls be disabled for newcomers until they rank up? It could help stop the worthless polls especially in Sprite Discussion.

pointless, poll doesnt take up more space than a new thread and there is nothing stopping them from making 100000 new topics before anyone comes around to delete them

Suggestion: chop off the hands of all newcomers who uses polls over nothing and who register only to request things. Oh wait, things don't works like that :/

Real suggestion: what about each new registered member getting a welcome PM with the condensed rules and some basic etiquette hints ( like: "Don't be a jerk if you don't want people to being assholes"). If they don't read it, at least they got a FORMAL warning first, it's their own fault
That idea sound really good.
The automated message, not the chopping hands off.
Make it so those with a negative rank can't down rank someone.

Because I'm pretty sure the rules are covered in the registration message anyway.
I'd like to make a suggestion. If you add height and width tags to the sheet icon images on the index page, the page won't "jump" when it loads.
could me make a sub forum in general discussion for birthday threads, like we have with arrivals and departures? All I see now in GD is about someone's birthday or people dieing :/

Do you mean, Public Domain sprites and such?
You can check out the "custom sprites" section on the main site's front page, but for what I've seen, this place and it's members don't like sprite comic related material.
Not sure if this belongs in here (sorry if it doesn't) but I believe the icon for Persona 3 on the mainsite should be "Persona 3/FES since a few of the submissions are actually from Persona 3 FES. It don't make a huge difference though, I just thought I'd point it out.
I know this may seem absurd, and from the level of idiocy that lurks in the current requests section it may seem pointless, but perhaps a request section for models and textures each. I've been searching for a model of Grand Master Greevil from Pokemon XD for a while now and have absolutely no idea how to rip them myself. However, I'm sure the knowledgeable people here are capable of handling such tasks. Of course with such an addition I would suggest a post count minimum of say...30...I suppose, which would be advisable for the normal requests forum as well. Then again this does cause some concern about spam-crazy imbeciles who would flood the boards with nonsense (not like they don't do that already).

Also, I would suggest the 'Make them yourself' excuse that's so commonly used on the Requests Board to be abolished in it's entirety. The purpose of the request board is for those seeking help in making sprites, or those who are unable to do so and thus need someone else's assistance. Thus, 'Make them yourself' is an entirely pointless post. If people COULD make them on their own they most likely WOULD. I for one try to rip things myself before requesting them.

In other ideas, if the requests board is so damnably full of arrogant and unfriendly people, I would suggest just getting rid of it. I'm not asking people to be butt-kissers or anything, but rudeness is uncalled for when someone is needing help or is making an offer.
