Because Megaman/X/EXE are all very different characters. Toon Link is not.
Thats because Toon Link is Toon Link, there is no different features, they look the exact same, play the same role, and are essentially (not literally) the same person in any other game he's ever starred in.
Not every Megaman is Megaman, the Megaman in this fan game is one specific interpretation.

Thats not extremely hard to understand :/
How about these taunts for Toon Link:
Up Taunt - epic Toon Link dance (jumps up and down)
Side Taunt - the Wind Waker taunt from Brawl
Down Taunt - Link's hat turns into Elzo and he nags at Link while he looks annoyed
So it seems the Gust Jar is pretty popular as his grab. I'm down with that. But we can't do that if we go with one Link. If we do use one Link, it''d be Wind Waker/Phantom Hourglass. I'd prefer not to have this, just to give him a bit of variety. I mean Brawl had him be pretty much just Wind Waker, but I think he'd much more interesting with items from all different games.

With Mega Man, all of the different incarnations (X, EXE, and the original) look different. All of the Toon Links look the same, and are all a cartoony version of Link. Brawl's Zelda's design was from TP, but all of her moves had nothing to do with that game, they were all OoT attacks (and they were Link's attacks, not Zelda's). Plus, SSB makes up moves all of the time. Like Shiek's whip and ninja stars. And we're making up entire movesets for people like Samurai Goroh. We could have it be WW/PH Link, and just say we made up the parts about having a talking hat and a slightshot and whatever else. The point is, we can have some variety in his moveset to represent all of the games Toon Link has been in.

Anyway, it seems Gust Jar Grab and Deku Leaf B^ are all popular ideas. Roc's cape sounds like a cool idea for a second jump, but B^ would work. Also, I think the jump dance thing would work better as a victory animation loop rather than a taunt. Since he does that in WW whenever he beats a boss, it seems to fit in after the battle rather than in the middle after a KO. And during the final Boss Fight in Spirit tracks, like right in the middle of it, Link just plays the Spirit Flute to help make him stronger. So it fits to be used in the middle of a fight. But either works for me. And the Skull Hammer being a smash attack or Bv, we can decide.

Bv: Skull Hammer or Bombchu?
B and B>: a lot of options; Whip, Empty Bottle, Fire Rod, Slingshot? or something else?
Roc's Cape: 2nd Jump or B^?
3rd Taunt: Spirit Flute or Jump Dance?
Smash Attacks: Sword only, or items like the Skull Hammer?
(A little off topic, but)
I think that Link's final smash should be his Fierce Deity form from Mojora's Mask.

But still they all are different Link's. Besides you're making it really obvious that you wanna mush all the Link's together.

I'm just suggesting he borrows one or two moves from X. Ness borrows moves from characters he's not even related too but at least all the Mega Men have their roots.

And yes not every Mega Man is Mega Man but they are all a kind of Mega Man. At least X is.
except classic megaman has tons of moves to pick from and nobody knew who the hell ness was when ssb came out so nobody really cared
Eh nothing obvious, just refrences to other games like the Legends kick for his forward A. Stuff like that. Nothing too obvious.
I think pikachu shuld change his down b to Slam or somthing, then his final smash could be thunder, going all aroud the stage(It could also prevent using thunder all the time)
All I can say to that is that it's dumb.
Well Volt Tackle is his signature move, so having anything else for his Final Smash wouldn't make sense.
What are we going to do about captain falcons final smash? im assuming no-one wants to animate the short cutscene in Brawl.
I assuned we would just have the car come in and shoot across the screen similar to the light arrow.
but surely that makes Zeldas / Capt. falcons final smash the same?
we could just simplify the cutscene so there's like one PA for falcon and maybe two for each other character
