No, Pikachu Colored Pichu only unlocks Spikey-Eared Pichu, There's a Wi-Fi event starting on the first to Download it with Mystery Gift (Not exactly sure how that will work, since I don't think an Item or Pokemon's going to be attached like every other event)

The Wi-Fi Event Spans from April 1st to May 5th

And the Yellow Forest holds Flying Pikachu as well:

reinserts exclusives into both games so you can catch all 493 now, and also removes trading evolutions and replaces them with level up evolutions

It's arranged 1st gen to 4th gen in order.
