While searching for more assets I could use for Dokkan Battle, I found this link, which has both US and Japan version assets for the game.

I'd like to submit them, but I'm not the one who ripped them, and I can't get in contact with the guy who uploaded them. What should I do in this case?

We don't accept submissions from anyone but the ripper themselves. He would need to submit them or you would need to rip them if you intend to upload them.
