How do I rip textures from super mario galaxy

when I export the super mario galaxy models with bmdview2, the textures are in .tga files, how do I convert them to .png

Use a downloadable application such as this one: http://www.easy2convert.com/tga2png/ OR use an online converter, such as Zamzar (https://www.zamzar.com/convert/tga-to-png/) OR use image editing software such as Photoshop to resave the file.

but if I do that , the textures wont appear on he model

That's because you actually have to edit the model file itself to change the path of the texture. I recommend converting the model to a Collada DAE file, and then using this thread to help you figure out how to edit the file: https://www.vg-resource.com/thread-25927.html (go to the "Next you have to modify your .DAE" section). Also, a useful tool for converting models of different types is Noesis, also found in the thread linked above.
