Transparency on textures usually don't appear in the 3D View area of Blender. However, you can make them appear in renders, and this is how:

1. Click on the object that has the transparent texture.
2. Go to the Materials tab.
3. Check the boxes "Face Textures" and "Face Textures Alpha".
4. Scroll all the way down and click on the "Has Alpha" button.

This is a good tutorial! However, the one thing that confused me was this part in the beginning:
"So first, extract the script, and place the bmdview.exe file in the installation directory (C:/Program Files/Autodesk 3DS Max 20xx/bmdview.exe)
Open 3DS Max and drag the other script to the screen."
