Glad I nailed it!
Anyway, I have some more progress I'd like to show you guys. How did I do? Besides deciding which eyelashes to use and confirming if this dress color's okay, I'd like to know if the areas represented by the orange lines are where the limbs bend. Personally, I think Kent's shell pattern is a bit too cluttered and needs some simplification. Also, having it follow the form of the shell a bit better wouldn't hurt, but I don't know about you guys. In case you're wondering, I plan to use both mouths in the final rig. Thanked by: Hiynastrike

Here's a few of my thoughts. As always, this is just my opinion and you don't have to do everything I say here, but it's something to mull over nonetheless.
The sketches are rounded and not in the jagged style just so it was easier for me to sketch but yeah

That's certainly a lot to process, but I gave it my best shot to apply as much of your critique as possible.
I'm wondering if I should also change certain areas of the original head and torso around to fit better with the modifications (including the planned ones) I made for the back versions. I think I would like to keep the original beak (with a few tweaks) as the default/happy variation, but the two beaks you provided will make for good alternate expressions for the Koopa. Also, I couldn't really make the overlapping arm go further to the right without it looking like it's coming out of the rim of the shell, so I hope that it isn't a problem. The Goombas are a lot more straightforward to change. Regarding the spiky helmet, I made a different highlight color for the green that could work. If it doesn't, then I'll likely remove it. For the mouth, even though I changed it, I was thinking of using the old one for Goombario. How does that sound? By the way, speaking of Goombario, you think the outlines for his head could could look a little more muted? Right now, I think it's a little distracting. I get your point about dealing with the dress shape over the actual anatomy. With that in mind, if I'm working on the dress and some parts of the anatomy are getting in the way, then I'm not against providing a tweaked body for Peach for when she wears it. Before I begin, though, what do you think of the idea of using this dress over the one from Super Paper Mario? I'll have to admit that the Big Lantern Ghost is very trick for me to pull off due to how the feet are. Unlike how it is in the original Paper Mario, the puppets rely heavily on layering. As a result, I can't exactly get the feet to match the ones like in the original sprite. The only other way I know of to get them to effectively look right is to empty frame-by-frame animation, but it lacks the same kind of flexibility as a normal puppet setup and potentially make the sheet way too big. Been awhile since I saw this thread. I really dig the new art style.
You should make the outlines a tad thiner though. The Chapter 4 mini boss has the outlines perfect to look stylized, but not big enough to be distracting to the actual silhouette of the drawing. Off-topic. You seem to use very similar colours to me when I construct a drawing digitally, actually.

I don't see much of an issue with the lit part.
It looks better than the actual N64 sprite, where it the "light" was a circle shaded. Maybe use the circle-like shading, but overlap the reflected lines to give a tube-like look? Dunno. Thanked by: Hiynastrike

Lantern option one is my favorite. I'd suggest making the lantern ghost a bit darker and thickening that really thin outline at the top right of his head. For reference on how to work with the feet and cloak on the lantern ghost, look at the unused Shy Guys from Super Paper Mario and Charlieton from TTYD. Goombario should have square teeth and maybe his head color should be darker?

Also, which of these spiked helmets seem good to you? To end this update off, I created the arms and base hands for the Koopa. I plan to work on the head and beak shapes later, but it's a little hard to do since I'm on vacation in Portugal. As a result, I don't always have time to work on a lot of parts.

One last thing I can see on Lantern Ghost is...
This line weight stuff going on here is bugging me quite a bit -- the line for his shoulder thins right as it gets to another thick line, not only causing this weird tiny "point" to occur (at the base of the line going straight up), but also kinda throws things off because the contrast of going that thin to that thick is a little jarring. I'd thicken up the area of his shoulder just a tad. Thanked by: E-Man

Even though I didn't get the "okay" yet, I changed the body color anyway. If it needs to be darker, I can arrange that. By the way, regarding the lantern, Evil Yoshi Toes just told me that the straight "light lines" make a lot more sense in regards to actual lanterns. While I'm on the subject of Evil Yoshi Toes, he also suggested that I make Goombario's body outline (and possibly the Goomba's outline) thinner. What do you guys think? Now, here is some Peach progress before I forget, and I have a handful of questions to ask. I could use the same skin tone as Mario's, but I made a fair skin tone just in case. Is that good, or should it be lighter? Also, besides which crown to use, how about the chest?

For the Lantern Ghost, maybe try the right foot (viewer's right, character's left) a little lower than the left? It feels a bit high right now even though it's in line with the left foot.
