I want to make a request but can't?

Hello! My name is Shawn, and I make games. Simple as that. (: I program using a software called Scratch. My programming skills are good enough to make fun games, but I do not have the artistic eye/ability/patience to draw my own sprites. I wanted to make a request, but the forums told me that I had insufficient privileges and that I was therefore unable to do so ): I've activated my account via E-mail. How can I make a request?
