I don’t think there’s any tools or documentation for .TSTLT files, unfortunately.
I’ve actually been investigating this format the past couple days though; I’ve started adding it to my model ripping tool. It’s not supported in the EXE yet, and it might take a while to get it fully working, but I am looking into it.

As for an emulator to use, I've been having a lot of luck with ares: https://github.com/ares-emulator/ares. You have to manually specify the 64DD bios, but besides that it just kind of works. You want to use the 64DD version of the ROM (not the conversion that works for the base N64). The save data will appear next to the ROM, you can extract the files with LuigiBlood's MFS manager: https://github.com/LuigiBlood/mfs_manager
