The scarf's shading is jaggy and just sorta looks like a line which doesn't convey the shape or folds very well.

A good example of cloth shading is Lute from Fire Emblem:The Sacred Stones. (The style is also quite close to TFR which helps as well.) Note how it isn't over shaded, and how there are a few strategically placed shapes/lines to show the dips and creases in the cloth.
