And if you 'plan on hacking a rom' are you doing 3rd, 4th, or 5th gen? because if you're planning on 5th (or even 4th) there aren't very many simple tools. However if you planned on making it, say, fifth gen style and making it from scratch, you would not only be able to have more freedom and control, but to face the facts it would be easier. You could even make it using something like blender's game engine for example. Just throwing that out there.
