MSPaint works for me, and if you can find a copy of Fireworks then GO FOR THAT TOO. I rely on Fireworks for animations, and this is a major part to spriting.

Also Paint 7 also has a nice feature where you can see the actual size of the picture along with the zoomed in size so you can see what each pixel edit does in the final bit.

I have yet to use another program besides these three for spriting.
