It's pretty, yeah, but it doesn't look especially balanced. Link's hookshot has a very unforgiving hitbox. And besides Omnislash and Meteor, they kind of gave Cloud some pretty random moves.

also what else do people know cloud for besides omnislash? nothing.

All of his other limits? His motorcycle? any and every materia that could be put on the guy? His silk dress? I'm sure he had a shitload of moves in Dissida.

I dunno, he just feels painfully generic next to Link.

Also, tSR got featured in Nintendo OFFICIAL Magazine. While the magazine is now rubbish, it doesn't seem like they'd feature anything Ninty would be disapproving of.
