No, Pikachu Colored Pichu only unlocks Spikey-Eared Pichu, There's a Wi-Fi event starting on the first to Download it with Mystery Gift (Not exactly sure how that will work, since I don't think an Item or Pokemon's going to be attached like every other event)

The Wi-Fi Event Spans from April 1st to May 5th

And the Yellow Forest holds Flying Pikachu as well:
