That one should be able to install it on computers without internet (if you can get the installer (~50MB) on there).
Other installers (Web installer) need to download the actual files on the go.
I'm pretty sure .NET 3.5 stuff should work on 4.0, too. If it doesn't, give a word.

A good one for Pokemon game battle sprites is Pokemon DS/Pic. (all of my ROM editing is pokemon, so all I know about is pokemon editors lol)
