Sorry for the lack of posts, I've been working on a few other things of my own.
As for how it was ripped, I used a plugin called psplamb on my PSP.

It doesn't work with every game, but it seems to work on a decent amount.

Heyas, I know this is a terrible necropost, but I have to wonder if any progress has been made with this? I was hoping to see Time Man and Wily himself from this at some point. I love the chibi style and was hoping to find at least a model of Dr. Wily somewhere.

The OP hasn't posted in years, so I'm assuming this project is over.
I planned on ripping those two the same day I got Gutsman and Rock, but my computer wasn't being very cooperative. I might try again eventually though.
