The tongue's outline is in purple maybe violet, should be red or a shade of pink

Yes, you need to play around with color values. The outline also needs to be touched up I see a huge improvement though.

also, it seems that the tongue has a way darker outline than the boo itself, and the eyebrows are a little light as well

Recap: Change the tongue outline color and add more color values to the ghost and his tongue and darken the eyebrows.

Not only did I improve the first boo, but, I added King Boo as well.

The colours still need more contrast - the grey shade is barely visible, the tongue shades as well, especially for the blue one. Also, you still have a saturation of 240 on each colour which reduces your colour options. Varying the saturation and hue of your shades helps you to improve the contrast, too.

The colors you chose for the tongue looks maroon or something, it doesn't have enough shading. The boo should be two or three pixels larger. King boo has a good crown, but the tongue should be a light purple not a dark blue. And on both shading still needs work.

You must not have played Luigi's Mansion. I know for a fact that it was blue in that game

The only reason i didn't make them bigger is that they are the same size as the "hidden object" in my Mario enemies sprite sheet also, how exactly would making them bigger improve upon them any?

You used a dark blue when the picture has blueish purple and a tint of light purple

If you are going off that picture change the eyes and crown to purple.

the white colors don't have any saturation (I checked). so your advice would only apply to the other colors so here it is.

I have a few questions. Where do you pull your colors from? Do you take them from the picture; or do you pick them on your own?

Also, white can have saturation. If it's too hard for you use strictly white try a light color that can emulate white:

yea a light, light blue can also work for this. I'd suggest moving the color thing all around when picking your custom colors, and not just along one side, if you see what I mean.
