The lack of him being in a game involving platformers on a SNES means he doesn't have sprites of Waluigi.

Just because he doesn't put Waluigi in a game doesn't automatically mean he's lazy.

I'm not lazy. Waluigi is in Psycho Waluigi and the Midas Machine, two huge fangames. I wanted a playable Toad. I can sprite. I like to sprite. I can take an old concept and refine it and make it fresh. I can slick out old graphics. And we're using the All-Star Engine now, our overhauled engine with awesome physics. We still need to work on Yoshi. I mean, he's tiled and he plays pretty well, but sometimes his tongue comes out his neck and I'm sure that's a kink we can work out.

I see no problem with it looking like a Mario Fangame, as long as it plays like a Mario game. No fangame I've played has ever perfected the controls./physics.
