Yeah, the sprite's looking really nice. :>
Only thing I can think of that could use changing is not having his fang visible since it doesn't usually poke out when his mouth is closed, but that's just pickiness on my part.

And for his FS, I know the Clown Car idea has been discussed, but perhaps we could try this: he rides around in his Clown Car for a short while, and can breathe fireballs at opponents, which fall downwards at an angle. Once these flames hit the ground, they'll stay for a few seconds before fading. Alternately, he can drop spiked balls straight downwards, which will bounce just a little bit off of the ground before falling off into the foreground. After however long the FS would last, he hops out of the Clown Car and it flies off.

I think this should be his moveset:

Neutral Special- Fireball Blast: Bowser Jr. shoots a fireball. It can be charged, but if it is charged too much, he coughs and just smoke comes out. Where it lands, it starts a small fire (like Ness's PK Fire)

Side Special- Shell Dash: Bowser Jr. goes into his shell and slides along the ground. He can jump while sliding and if he runs into a wall he will bounce off.

Up Special- Jr. Clown Car: Bowser Jr. gets out his clown car and flies up with it for a short time. The propeller can damage foes and after the attack is finished, the clown car falls down, damaging anyone who it falls on.

Down Special- Shell Shield: Bowser Jr. goes into his shell. If someone touches the top of his shell while he is inside it, they will take damage and be knocked back a short distance. If the special attack button is pressed while he is in his shell, Jr. will do a spin, reflecting projectiles and damaging anyone he touches. Also if he is in the air while the attack is used he will slam down. He can only stay in his shell for about 5-10 seconds. (Pressing down+the special attack button again will cancel it.)

Final Smash - I think we should use the clown car idea that has been suggested.

I think the Up B should be the same as Bowser except with more of a diagonal trajectory and lasting a bit longer (due to the fact that he's smaller)

I suppose maaaaayybe. But Ike shares two distinctive B Move similarities with Marth and I don't think anyone considers Ike to be a clone of Marth. I think it would be in our best interest to make some of Bowser and Bowser Jr.'s attacks similar because they are related characters.

but spinning a paintbrush? Maybe if his FS was his Strikers, and his up B was the Koopa Clown Car

Well in Sunshine, Shadow Mario did spin the paintbrush over his head like a helicopter propeller, so it's not like we're making up the idea out of nowhere. I think that latest moveset posted by SupahGoombah, with Paintbrush Copter UpB would be perfect. And maybe change the UpAir he suggested since it's similar the copter idea.
