before we can answer that you need to

1. come up with some concepts (art, music, sprites, etc) or even gameplay footage/screenshots if possible
2. post this to the game development forum.

i'm not a mod, but i know that this post is invalid.

Just don't try to carbon copy the game. I did that awhile back, and it wasn't well-received. (Gave me an idea to make an original game, though)
I like to make models in my free time. I also make weird games, too.

"so i'm making a fangame but i have no idea what to put in it, can you guys help me think of some ideas that i can pass off as my own?"

y'know, anyone with a pulse can say they're gonna make an undertale fangame on an internet forum, but here's the real question: what's gonna make your Undertale fangame stand out from the others?
like, why would i play this as opposed to, say,

Undertale? The original was a pretty good game and hit all the right notes despite what some might think of as an overall simplistic presentation - what could you possibly add that'd make fans not want to just play through Undertale for the 58th time?

if you're doing gamedev like this then you should give up on this idea.

Gamedev is not like a simple type of art. It's not like having an artist block, and asking what character to draw. Games often involve more than visual art, as well as music, narrative and the technical bits of programming. It's far too complex to be made on a whim. Unless you are some kind of Daisuke Amaya who can make all assets alone, you'll invariably have to count on other people's help - and a project with no backbone nor real motivation is a project no one wants to take part in.

Many devs indeed ask themselves "I want to make the new Undertale" or "I want to make the new Flappy Bird". It's an option - but also means there's a sea of forgettable and empty games to download. Approaching gamedev by actively wanting to capitalize on an already existing game is very shallow, it's a very industrial way to make games.

Start with an idea first. No graphic, no numbers, nothing. Just the idea. Develop it, see how you can make this idea fun. Once you have a fun concept, then apply the character designs, music and aesthetics of your game. Let it happen naturally instead of being guided by others.

Your objective seems to me abstract.
I have the impression you are telling this : "i'm making a undertale game but what I have to make ?"
1 - Try brainstorming to clarify your ideas
2 - See what's your competences to know where to focus
3 - See the original game, and search an "added value": why the user will play with your game and not the original Undertale ?
4 - Sketch on your paper what you want that your game resembles

Hoping I have helped you.

i can't add real monsters.
becuse real monsters will actually kill a person, then it's game over.

Click here to see why it's a bad idea, read this thoroughly.

You're completely approaching games as "fanfics" instead of games. You have brought literally nothing into the gameplay aspect. It's not your focus.

I know that there are many ways to create a game but ultimately you're going to PLAY it and if you don't bring anything new to PLAY the game then there's very little reason to actually make it. As I said, making a game is not "lol let's make a crossover fic plot with my 2 fave franchises out there" or "let's add nintendo characters even though nintendo likes to C&D shit"

This idea is basically very shitty and I suggest you to reconsider gamedev and embrace it as a more serious concept. Gamedev isn't about giving mario guns, or adding undertale to mario, or making Ana and Elsa's brain surgery minigames. Those are games - but other than the novelty factor of having a bizarre premise, they only add up to the sea of mediocre/bad indie games.

*unless if you don't plan on ever showing this game to anyone and use it for your own amusement instead. Yeah

gors kinda threw down hard enough but i figured i'd just chime in because either
1) english is not your first language (that's fine)
2) nickelodeon does not show wherever you live (i'm so sorry)
3) you didn't grow up in the 90's (which was pretty cool and it's kind of a shame)

It looks really creepy, yeah, but it's actually the opposite. it's one of many Nickelodeon cartoon series made in the mid-90's by a studio called "Klasky-Csupo". Everything they made looked like this - people actually looked creepy too (like in Rugrats and The Wild Thornberrys) and a lot of people liked it because it felt very amateurish in style. Their plots were always really simple yet ingenious though - and their biggest-name work is that they animated the original one-minute Simpson shorts for the Tracey Ullman show and then did the first three seasons of the show on Fox
Anyway, the cartoon above is about three young monsters who attend an underground school for monsters where they learn to frighten humans. Many of the episodes were about these monsters going to the surface trying to scare people as part of their class assignments.

underground monsters...going to the surface...
learning how to scare people...in monster school...

both those ideas sound kind of familiar the more i think about it. huh.

Your game point of view is disappointing. I'm understanding "I want to add Mario and Luigi to Call of Duty".
Rather than creating a new entire game, try to mod Undertale.
