Be it stated that Chikorita is the lamest starter of all time. Torchic can evolve to Blaziken, but Chikorita evolves to Meganium, which is still lame

Chikorita is fine, Meganium is cool

Any Pokemon can be good depending on how you train it.

No, not in every way, just speed. They're pretty much even otherwise, and one can be substituted for the other if you're not seeking opimisation.
