Could someone give examples of 3D games with a 2D shader?

It doesn´t appear that 2D.

Is there a game where 2D and 3D appears to be indistinguish for the naked eye? A game that appears to be hand-drawn, but uses 3D models.

Has it ever been attempted on a small scale, historically speaking?
All this is is a 3d model with a toon texture/shader
It's not "2d" at all.

The animators go in later and fix up the frames to make it look as though it's all done by hand but each of the wildebeast you see (during the stampede at least) are that 3d model, which is what the guy pretty explicitly says in that video.

To answer your question though, you might want to look at Guilty Gear Xrd: https://www.youtube.com/watch?v=7Lz1lql4TBw
The fighters might look like sprites but they're all 3d models.

Another example would be King of Fighters 13, but it's a bit more intensive than what you're asking. All of the characters were made as 3d models and then each frame was hand-sprited so while it's technically 2d, it was derived from a 3d source.

Have these kinds of models, ever been used using third-person perspective? If so, could you provide a few examples?
uh... they ARE

third person perspective is when you don't see with your character's eyes (1st person perspective)

you're getting too confused over a thing that is not even a thing due to being humanly impossible How YOU Doin'?

I must have used the wrong term, in that case. Allow me to rephrase the question.

Is there a game with that uses those kinds of models, with a camera similar to "Legend of Zelda: Wind Waker"?
Basically what you want is the original wind waker... 3D models with flat and simplistic shading... Just give each model a dark "halo" or outline

if you're looking for 3D characters that look handdrawn
Jet Set Radio?
Might I pose one question?

Why is this thread not moved to Gaming Discussion?

It seems to me that is a more suited place.
