He's from the Phoenix Wright series, namely the first one on the DS

His name is Damon Gant, and he's the police Chief

I have PW but I don't remember him and I haven't beaten case 5 yet so maybe he hasn't shown up yet

@Diety, it looks good. Nice cartoony feel, and it seems to fit him perfectly.

a subtle up-down movement would help to emphasize then. and the said extra two frames.
