Yeah, Igor actually appears in all Persona games, but his nose has shrunk along the way (and he's important at the ending of Persona 3, believe me)

I haven't had anything done in a while due to some issues with my computer (I'm currently using my mom's) and I don't know how long it be until I can continue any regular work but I'll try.

I've been playing the game to get the NPCs as I never found the file that they're stored in (although I wouldn't be surprised if they're compressed) and I'm going to have to separate them into 4 or 5 sheets (St. Hermelin, SEBEC, Normal Town, Ruined Town, and Snow Queen), and that's just a guess.

Oh, and I should explain about Normal Town and Ruined Town (unofficial names). Normal Town will have everyone that doesn't belong to the school or SEBEC (stores, hospitals, police station, etc.) while Ruined Town will have everyone that appears after s particular spoiler happens and will include anyone unique to the area (Black Market, Karma Palace, and what not), however it is only an idea as it might be easier to combine them into 1 sheet (as there doesn't seem to be an equal amount of people to interact with).

Don't know, maybe when I get my computer back online, I'll see how the games play out and how the sprites and shit load into the VRAM. Or I'll go to ripping from Breath of Fire III.
