Pokemon Cafe Remix's .arc files

Is there a way to extract these?

I am trying to rip the graphics from there.

I am going to try using Switch Toolbox, if that will work.
As the Mobile version uses very similar files to the Switch version (As they both use the .arc files)

Update: They do not extract, looks like they are encrypted or something.

Now I am trying with PeaZip and no luck, wouldn't even extract anything.

Extracted the files via quickbms
Now there's a another issue, now it is full of .dat files
And Noesis gives me a error when I try to view them
