About the PC/Computer section on tSR.

Why is that on The Spriters' Resource, that when I go to the PC/Computer section, a majority of the games on there are visual novels and/or ecchi games? I see a lot of them, especially in the S category; so much so that I typically use the search function to look for PC games. Who's responsible for all these anime visual novel fanservice rips?

There are two issues here, one about PCs and one about VN:

In terms of graphics, PC was one of the first that tried to move away from 2D graphics focusing on 3D. While there are plenty of 2D games and some on here ripped from the PC version because they are either the easiest to rip from or the highest resolution, PC games like anything from the PS1 onwards are more 3D. e.g. Half Life, Microsoft Flight Simulator however PC also has the strategy market. This is because before Windows 95/Wolfenstein 3D/Doom, PC gaming was niche and wasn't taken seriously due to that most PCs at the time were rather limited. There wasn't many publishers with Apogee, LucasArts, Sierra and EA being the well known ones. If it wasn't for the second wave of indie games (the first wave was back in the home computer days) and the popularity of Steam, PC probably would still be mainly 3D focused with only the likes of fan games because copy protection schemes of the 2000s nearly killed the market outside of Europe where PC gaming is the strongest.

Also some of them have been taken down on the site by the license holders/creators with the majority being PC or Mobile with Epic Games being the most well known, I'm actually surprised that Epic still allow Jazz Jackrabbit rips. Which leads to...

What can you rip on the PC? Fan games are hit and miss, indie games are hit and miss, both due to the possibility of a takedown. Mods are usually avoided. There are older games but they might use some obscure format or might not run correctly anymore. Many of the educational ones and well known games are already done. Leaving either freeware/public domain games and yes... even visual novels and eroge games. Eroge being the "ecchi" games.

Visual novels are cheap to make by comparison of a non indie game or an anime with most of the budget goes to the voice actors, later in the PSP/Vita's life is full of them (Dangaronpa is a famous one) and some of them even came out in English + other languages if you're lucky for the Switch/PS4. Many VN series started off on the PC or Japanese computers such as the NEC PC-88/98 or the Sharp X68000 and unlike the consoles, there doesn't have to have a rating. Which is why they can have sexual content, violence or nudity that wouldn't be allowed by Sony/Nintendo. Many were either freeware or sold in conventions such as Comiket which would apply to shoot'em ups, action games and mahjong too. Also a rather random fact, you know Koei? The company famous for those Musou/Warriors games, Romance of the Three Kingdoms and releasing the Atelier series? They started with eroge games.

Some VN or games that have a lot of VN elements are well known in Japan, e.g. Fate, Sakura Wars.

Also for VN, the main demographic is female but men and non-binaries play them too. Playing on the loosest term. There's more than one ripper involved including Dazz himself and ripped them because of the character designs or the art. They might even like the series/VN. If you're not keen on them either change your settings to Text Mode (the icon that looks like a mountain) or search by Genre. They won't go away and the suggestion to block a genre like NSFW content is very likely not possible for the site.

Oh, and the DS and other systems have some VN games too, especially the (in)famous Doki Doki Majo Shinpan series by SNK Playmore, where you... [[PLEASE STAND BY]]* *insert Spanish Flea by Herb Alpert and the Tijuana Brass*
