Attempting to try and track down sprite artist for custom Zero sprite work - Neo Zero

Hello everyone, 

I'm new here and I apologize if this is not the correct format for how to post a question like this, but I'm hoping that perhaps someone here might be able to point me in the right direction for who the artist might be who made these sprites for Mega Man X4's Zero. It was so many years ago that I first found this and I used it at the time as an animated gif avatar image for awhile, but I'm really hoping that I can reach out to the artist to ask them for permission to use it for something I'm working on. 

At the time I found this custom sprite image, I believe it was being referenced as "Neo Zero". It has become much trickier to find now of course due to the Mega Man Zero series being released after this sprite was made and it doesn't help that that series also used the word "Neo" in it... lol So every search result I get back when looking for it is something related to Mega Man Zero every time. Hoping that someone here might have seen this one before and might remember who the artist might have been!
