Ripping Persona 3 Portable sounds

I am interested in ripping the female protagonist's sounds from Persona 3 Portable. According to my digging, the sounds are stored in 2 files named P3OPMV_P3P.pmsf and P3OPMV_P3PB.pmsf. Is there a way to rip sounds from those?

I don't know. Without any sample files uploaded for us to look at, there's no way to help you!

You've got it all wrong.

Combat voices (such as grunts and whatnot) are contained in a .pac file, the pac file contains both the Combat Model itself (GMO format) and a container for audio files, the audio itself being individual .vag format audio files.

In this particular example for FeMC, her model is bc063.pac, you can find this file in;
MEMST.CPK:\data\model\pack\bc063.pac

The voice clips contained within the file (.vag format) you can play these back with foobar2k using the vgmstream extension, or alternatively use these already converted to wav files in this link I uploaded.

For the Persona callouts (and other non combat voices for the other characters), you can find those in another container in;
umd0.cpk\data\sound\voice\v450001.afs

I use Puyo Tools to extract contents of AFS files, doing so will give you a bunch of .adx audio files, this is a very common format used in a lot of SEGA/Atlus games, here is a link of all the FeMC Persona callouts from this file in adx format.
