I found the undiscovered burst flames sprites. Where they come from? SNES? Genesis?

So i think this is in the wrong forum, but, there is clearly a character behind the flames that i'm trying to recognise, it looks somewhat like Mario, but i'm not familiar with a game where Maria gets burned alive... But then, it also looks like it could be balloon fighter, theres jsut not a lot to go off.
I'm probably not the best person for this job though if i'm honest, sorry i couldnt help more

The character behind the SFX is Mario from Super Mario World (SNES). Never seen the flame effect, though.
Also, more information would be cool, since you don't state where you found it and why you think it was undiscovered.
