Would it be possible to make a custom and edited section on things such as Spongebob Squarepants or Toy Story?
There's some on The Simpsons, DBZ, Disney, etc.

Only if people submit content for those. Sections can't be made if there isn't anything to go with it.

It still has to have some sort of game associated with it though right?

I remember a few years ago I tried submitting a custom based on a Brave Little Toaster character that didn't get approved because it's not from a game.

I think in general, submissions should be game-related but I'm somewhat okay with loosening that for custom work and especially for custom models actually.
