i think that's fine, actually. others have said this in the past, but the excessive detail of the muscles was kinda distracting.

...not that that's a bad thing, but it wasn't done entirely correctly.
For example, Wario's face looks super weird.
Rather than looking like a face, it looks more like two mirrored faces leaning into each other and melded together in the middle, kind of like this:

You're gonna want to edit Wario's head so that it looks like an actual head from straight on. The chin and bottom lip in particular look super awkward because Wario's cleft is two pixels wide (due to the two halves being pasted together) when it should be one, making Wario currently look like he has a separate mouth on each side of his face.
In general I think he looks maybe 1-ish pixel too wide, so it might take some slightly more major edits to fix the uncanny valley effect that he's giving off right now. The body looks mirrored as well, though it isn't as obvious and I'm not sure what, if any, edits should be done to the arms but they're clearly mirrored as well.

After staring at your sprite for a while, I could look at it a certain way and just see a flabby arm, so I tried to indicate his muscles a little more strongly. Also made him not quite as fat.

"Cut" muscles tend to refer to bodybuilders' physique, whereas I'd say Wario has more of a strongman physique, which means a higher body fat percentage so less details.

First I tried to get a readable and chiseled look to the arm; then I tried to empty the superfluous details out. Also changed his face for more Wario-ness.
Underneath is my attempt to subtly break the symmetry, cleaning the arms and getting a facial likeness.

Those Wario sprites are pretty neat. Don't know why, but the style reminds me of some of those old cartoons. Like maybe Wario crossed with Johnny Bravo? I don't know.

At the risk of simply appearing ignorant...

I guess that's where our difference lies. I think Wario should have very readily and clearly defined muscles and you don't agree, which is fine; that just signs a creative difference.

That said, there'd be no point of this post without actual progress. I've updated the original post. I believe I've addressed a lot of the criticism(mainly including the front-facing sprite, which I may actually have destroyed) and captured Wario's muscle detail much better than I previously had, looking back.

In the shoulder tackle animations, he looks way too floppy and blobby. The forms should stay more consistent between frames. Everything's moving around too much.

Check a post containing that animation again. I doubt that this is enough, but I made his hand/arm detail movement much less drastic.
(The midair animation hasn't has been updated.)

in the walking animation, his legs get longer in the back and shorter in the front. try keeping consistent sizes between his legs.

That Wario has a pretty sturdy neck I feel his head should raise and lower a pixel in that animation because of the speed hes going at

...his head does raise, though. His head shouldn't be raising independently from the body, that wouldn't really make that much sense.

Its just how I see wario would carry him self in his walk, wario as a character is quite jerky at times. or at least that's how I see him

Wario's amiibo costume(and, by extension, ALL of the amiibo costumes) in Super Mario Maker look(s) like utter ****ing garbage, so I did this to prove a point.
