so i ruined my childhood just to rip the f*@!%^&! Sprites of H̤̟̫̘̩̳̰͑̏̍͜i͉̞̺̫̳̹m̼̗̯̬͐̽̄....
although i accidentally edited the first 2 sprites of him......

but why was it rejected and yet the game exists......

Give it a rest. You tried to submit sprites of Sonic.EXE to The Spriters Resource, and they were declined for quite obvious reasons (fan character, unknown/unpopular fan game, I could go on but I won't).
