The rom is Tales of the world:Narikiri Dungeon (3)

You want to get Lunar IPS Patcher. After downloading that, click on the moon. It will bring up either the file TO patch or the patch. If it is the former, find the rom, then click ok. After that, find the patch and click on the file, then okay. Ta-da. Patched.

I am pretty sure it is the other way around, but you should get it.

I think the game is a GBA rom, so I'm not certain if it uses Lunar IPS Patcher.

If you're using vba you actually don't need to apply the patch, just place it in the same directory of the rom and give the patch the exact same name of the rom (eg. for "Megaman.gba" you would rename the patch to "Megaman.ips" and so on and so forth). Make sure you have automatic IPS patching turned on (Options > Emulator > Automatic IPS Patching).
