Your edit isn't that great.
When he's in this suit, he doesn't have a hat, the top is supposed to be round. Yours clearly shows his hat coming out.

I think he wants to say that the hat is too wide near the forehead.
   
It has to be thinner.

There's mot much to say yet, you should make his head rounder.
And what's the white thing under Mario's head? Is it his belly or his hand?

the eyes on the statue looks too far apart and the hat is still weird

Are you using a reference? It may help you when trying to make Mario 3's Tanooki Mario (and his statue form) fit SMW style.
