I'm going to disregard the fact that this is a Pokemon splice, because I know that's how a lot of people start off. It's (hopefully) a stepping stone to bigger and better things.

You've got a lot of issues with this.

Shading
-The wings, tail and most of the upper body have no shading.
-The shades of red and blue on the body contrast much too strongly. Try using shades closer to the base color, maybe?
-The shades of the hair on his head (or whatever it is) have too little contrast.

Lines
-The lines in your sprite use pure black almost exclusively. This tends to look bad in many cases. (Try using darker shades of the colors on the body)
-The exception to this would be the blue lines on his stomach, which contrast against the red too much, and strangely don't change in color when they're in shadow.
-The lines look jagged in many places, giving parts of the sprite a misshapen look. This can be fixed by smoothing them out or using anti-aliasing.

Also, design-wise, the placement of the wings doesn't make much sense. I'm not really familiar with the anatomy of....winged...centaur...things, but the wings should probably be on his back around where the upper body and lower body connect, maybe?

Try taking a look at our spriting dictionary, here, so you can get familiar with some of the terminology and get a better sense of what you should and shouldn't be doing, in general.

There are still more issues, but I'm too tired to go into them, so I'll leave it to someone else.

Oh, and a general tip, keep your background colors more neutral. (like a blue-grey or something) Really bright colors like the green you've got there can be distracting and make your work harder to take in, visually.
