just beat the e4. barely. Meganium is super leveled for some reason even though i got it at lv1. its 56, others are mid 30s.

The Johto region is too short to evolve evee, whenever I played with him in the original GS it would always take me playing with only him until just before the elite four before he evolved. Walk around for about a half hour (no battles or anything) and you'll probably have him at max happiness. Take him to the haircut guy too.

Make sure he's got the soothe bell as well. Always helps.

Or can you trade with the other games right away?

I'm pretty sure you can trade right away! I don't know though, I've never owned a 4th gen game.
