Need some help on some arcade file format

Yeah, pretty strange format... The pixel bit format is just weird and the byte color order is too. But what Can I say? computers were way different therefore strange unfamiliar file formats. Here, I managed to crack the format. Not entirely sure about the pixel color sort. But it looks right.
