Based on that reply I guess it's not normal for the staff to look at an icon-less submission and message the submitter to say "your model lacks icons, you should fix that or it'll languish in the queue for a while"? I mean there's probably a lot of people who see the "(Optional)" on the submission screen and think "yay less work for me" instead of "uh-oh 200% more work for the staff".
(I suppose if like half the queue lacks icons, staff wouldn't be very predisposed to type out messages for every one of them.)
(I guess that's why 99.999% of the model icons are just artwork or t-poses
