I remember people talking back in the prelease days of Brawl about the idea of moving Ganondorf's moves (properties of the moves too) to Black Shadow and making Ganondorf play like an actual Ganondorf. I still think it's a good idea. It gives Fzero another rep as well.

Also, I have my suspicions that Wolf and Lucas were cut to give their moves to Fox/Falco and Ness.
