Don't mean to be captain anal here, but from what I can gather here, Psy's actions aren't pedophilia at all, but rather ephebophilia. Yes, there is a very strict difference and it seems people lump the latter in with the former.

i think it's the fact that no one really uses the term to begin with - as in it's not really publicized to begin with, and also "pedophile" is a pretty nastily-weighted term to begin with, so when speaking in reference to the preference of minors. it also sounds straight-up awful given the perception of the "pedo" age group ):
