From the file format wikia, it suggest BRSAR Extractor. You can try that:

You can also try HCS Forum, a forum specialized in ripping VG Music and anything sound related. They suggested VGMTrans

There are also many hacking projects to mod Mario Bros and Mario Kart games, try look around "Tools and Guides" section for any tools they used.
