So Mighty Gunvolt Burst was released for PC...

Going by how I ripped Blaster Master Zero and tried to do Bloodstained Curse of the Moon, you just need to use Ninjaripper with the d3d9wrapper on the game itself. Once you activate it in-game, it dumps a lot of textures and or palettes as they are loaded in the game.
