it depends on the game you're working on
since you're talking about textures i'm assuming you want to rip about newer games, that tend to have a different structure according to the publisher and system.
For a starter i'd suggest researchig on forums like xentax or some google search on games that are already reverse enegeeneered and start ripping.
If you have something more specific to ask or a problem with the programs you can post here about it

P.S: emulable systems have a thing called "hard ripping", basically a way to use the emulator to extract the texture directly from the ram. Tedious process but hey, sometimes is the only way if you don't want to go full-hacker mode and do the reverse engeneering process by yourself.
P.P.S:some games, if they are done in a widely-used engine like unity or unreal, they tend to have the same data structures, so a google searh about how to rip from engine x or some posts on the forums should do the trick
