The reason it was rejected is most likely because this is just a recolor of the arcade sprite to modern-day colors. If you're going to submit an edit, you need to have a clear and visible amount of effort put into it, especially with sprites for Mario and Sonic, since there's tons of those on this site. Maybe if you did something like draw a new body shape or add some shading/outlines, and then you'd be off to a good start.
Also, custom/edited sprites are almost never accepted until they've been discussed on this board and given general approval by the community. I learned that one the hard way.
