You don't need to use an advanced program to make sprites. That isn't part of what defines a sprite, but more somebody's preferences in their work routine. There are "sprite programs" that exist, but it's kind of fallacious; I'd say they're geared more towards pixel art, which can also be sprites. It really depends on the nature of your sprites.

Ripping sprites is only important if you want to have the visual assets from a game.

having been programming for a while now
and ive been asking myself

for a programmer, a sprite is actually rather the entire entity you're working with
like it's a changing image, with a hitbox and it moves and collides with other stuff etc
its called a sprite only once its in the game, the image file itself is just that: an image file

Sometimes I ask myself this exact question, to which the answer seems to often lately be that 'sprite/s' are just a buzz-word for indie developers to use in their kickstarter description, alongside phrases like 'retro style' and '8-bit'.

... But in all seriousness, of course the technical term for a Sprite is a 2D image file used to an portray element of a game.
