Pokemon Omega Ruby and Alpha Sapphire

There haven't been any Mega Evolutions for Not Fully Evolved Pokemon. Otherwise I'm sure there would be Mega Pikachu, Jigglypuff, etc.

pikachu doesn't evolve dummy

not so much a mega evolution as a tubular one
