Ev reducing berries have not been released yet, you'll have to get them from somebody with an AR.

Oh also, with 252/252 spreads, you'll have 6 extra unused evs.

Actually all 6 of them Matter, Particularly if you play pokemon in such a competitive way.

No they don't. Only 4 evs add the extra stat point, 2 of them are useless.

Uhhh no they don't. I've EV trained Pokemon for Speed and HP and they actually do go up in points after each battle rather then level.
