Silent Hill: Shattered Memories arc files

I'm trying to rip models from Silent Hill: Shattered Memories but I can't figure out how to open the arc files. I've tried both BrawlBox and BrawlCrate but when I try to open the files I get an error saying not enough memory resources available. I've tried a variety of other tools but none have worked. Do any of you know a specific program that can handle arc files from that specific game?
