I'm of the opinion that if it can be sheeted, it should be but there definitely is an upper limit. Sheeting huge backgrounds, for example, isn't practical. Generally, I prefer sheets because they can be browsed directly on the site but we don't exactly have a consistent policy, hence some things that could be sheets being approved as zips and vice versa.

In this case, your dual-submission approach seems like a nice middle-ground to me.
