Looks like you're in luck here -- I've got everything you need for this. You'll need QuickBMS (if you don't already have it), then use the following two scripts with it, in order:

Ekey's Compile Heart CL3 script (PC tweak) on the CL3 file to extract its contents.
Megadimension Neptunia VII - TID to DDS Converter on any resulting *.TID files (in your example, 00_11_nml_a_base.tid), despite being written for MDNVII it works perfectly fine here. Then the DDS file can be converted to PNG directly with Noesis or any other image-editing program of your choice that supports 'em.
